Commonly Agreed Plan on the Content and Form of EPNoSL’s Policy Influence Toolset

The aim of this deliverable is to establish consensus among EPNoSL partners on the conceptual orientation, type, content, form, and media of the EPNoSL policy reflection tools and offer guidance regarding their design, development, review and validation. The purpose of the EPNoSL toolsets is to guide reflections on the requirements for school leadership policy action planning in several national/regional contexts across EU, supported by the inclusion of diverse stakeholder groups’ positions on/for SL and related issues.

School Leadership Policy Practices for Equity and Learning: EPNoSL Case Studies

The European Policy Network on School Leadership (EPNoSL) set the objective of developing case studies to identify and disseminate good practices in the field of school leadership policy in Europe. This is in line with EPNoSL’s aim to enable policy makers and other stakeholders in the field of school leadership at local, regional, national and cross-national levels to share knowledge, experiences and lessons learned about school leadership.

Dissemination report

This report is divided in 4 main sections. The first section presents the supplementary dissemination material that have been produced by EPNoSL with the purpose of increasing the visibility of the project's work as well as for enhancing policy reflection on the promotion of school leadership. These materials are considered as “supplementary” in the sense that they were not originally envisaged in the current work plan, but emerged as a in the process of the network's engagement with school leadership stakeholders.

Achieving and measuring impact on policy is a many-faceted and long-term process. At the conclusion of the life of EPNoSL, it is not possible to achieve a full, summative assessment of the overall impact of the network on policy, as impact may continue over some years to come.

Final EPNoSL Evaluation Report

Professor Jacky Lumby and Dr Gerry Mac Ruairc, have evaluated the effectiveness and efficiency of work processes in relation to the Call’s objectives and, the relevance of EPNoSL contents to support policy development with respect to school leadership. These evaluation outcomes were achieved by deploying three different and complementary evaluation strategies. The first phase of the evaluation used a questionnaire to all of the project partners to establish the effectiveness and efficiency of the way partners have worked together.

EPNoSL’s Support to Enhance Networking at the National/Regional Levels

Considering the results of the knowledge management activities in the 2014-2015 phase of EPNoSL in view of the original objectives of Work Package 3, it seems that these latter were very satisfactorily achieved with regards to both the international and the national spaces created for this purpose. Tendencies observed in connection with networking on one hand turned out to be similar to those already experienced in the previous phases of EPNoSL. On the other hand, we explored that networks were extended and cooperation was strengthened amongst stakeholders.

School Leadership Policy Development through Stakeholder Dialogue: The EPNoSL Virtual Platform

The primary objective of the webinars was to generate dialogue between different stakeholders across Europe on particular areas of school leadership through the EPNoSL toolsets and the related case studies. In particular, the aim was to mediate EPNoSL understandings as well as to enhance these understandings through the interaction of participants. In conclusion we have seen that the interactions and discussions evolving in the webinars enriched both the toolsets and the case studies in several ways and contributed to deepening the understandings on school leadership development.

Progress made on culturing and structuring School Leadership in Europe

The report is divided in three main sections. The first section analyses the outcomes of the first EPNoSL PLA event that was held in Nice, France between 25-26 September 2014. The discussion focuses first on the objectives of the PLA and how these were addressed by the event. It then moves on to briefly highlight the main themes that were under consideration from the perspective of strengthening EPNoSL’s role in the promotion of the school leadership policy agenda. It, finally, present the results of the evaluation of the Nice PLA.

This report is developed in the frame of the European Policy Network of School Leadership (EPNoSL) project’s second work package (WP) entitled “The State of Affairs on School Leadership in Europe”. Briefing Notes on School Leadership Policy Development

This set of Briefing Notes aims to contribute to the specification and in-depth discussion of policies for the promotion of school leadership for equity and learning across Europe. It is based on the work conducted in the context of the European Policy Network on School Leadership (EPNoSL), which includes discussion papers prepared by its internal and external experts, some of which are included in Part II of this publication, research conducted by EPNoSL partners, discourse that took place during EPNoSL’s webinars and forums and national workshops organised in several EU countries, as well as the peer learning activities undertaken in the past two years.
