Organized by Lithuanian Presidency in close cooperation with the European Commission.

School education plays a central role in the 'Europe 2020' strategy and is key to promoting smart, sustainable and inclusive growth. Leadership has a vital role to play in creating the conditions for success at all levels of education and training systems. The conference will focus on the role of leadership in promoting the quality, efficiency and effectiveness of education and training systems in a rapidly changing world.

The aim of the conference is to contribute to the policy debate on leadership in education by providing a platform for representatives from EU Member States, and candidate and EFTA States and the European Commission to share best policy and practice on education leadership. The outcomes of the conference will feed into  Council Conclusions, which are planned  to  be adopted by the Council in November, 2013.

The conference  is also a networking opportunity to improve  synergies and co-operation, exchange information and knowledge across national boundaries, and mainstream results and findings into national and European policies on leadership in education.

The conference themes include:

  • School Leaders’ Professional Education and Development
  • Leadership for Learning
  • Leadership for School Governance

The target audience are educational leaders including  policy makers, administrators, school principals and head teachers, teacher educators, representatives of professional networks and associations, and other stakeholders.
