3rd EPNoSL Berlin Conference on School Leadership

The State Institute for School and Media Berlin-Brandenburg (LISUM) and the Lower Saxony State Institute for School Quality Development (NLQ) are partners in the EU-funded European Policy Network on School Leadership (EPNoSL). Both institutions in cooperation with the Heinrich Böll Foundation in Berlin are organising this third school leadership conference, focusing on school leaders response to policy.

The 3rd EPNoSL Berlin conference is titled: School Development between expectations and reality - Constructive management of conditions and margins for manoeuvre". It builds on the extensive experience of both institutions in the field of leadership training. Time and again it has been shown that school management action is decisively influenced both by given and by subjectively felt conditions. The latter are often perceived as an obstacle to the implementation of innovative school development.

The aim of the conference is to show school principals ways of discovering innovative opportunities in the conflict between personal expectations and reality within a given “framing” their own conditions.

The conference adopts three perspectives:

1. The education policy perspective
The responsibility of education policy is to create favourable conditions for school development. How narrow is this educational framework in reality?

2. The subjective, psychological perspective
What attitude is behind a detached view of the implementation of educational innovation?
Can it be changed?

3. The management perspective
How can school leaders promote school engagement, satisfaction and excellence of everybody involved in the whole school system in accordance with existing conditions?

The three perspectives will be illuminated by keynote lectures and will be dealt with in depth during the workshops.
