WP4 - Consensus Building on Strategy Developed Approaches to SL

This WP aims to promote the implementation of t he priorities for the development of School Leadership through the stimulation of high level cooperation between policy makers and stakeholders, namely practitioners and research (aspects of the objective are addressed in WP3). To this effect WP4 strives to put in place a pr ocess through which consensu s building will emerge between national policy structures and practitioners perspectives and needs. This is to be achieved through a four step process, where

i. National and/or Regional contexts form and/or re structure the existing Nati onal Networks: the setting and operation of which is driven by t he policy sector as opposed by EPNoSL. HOW: The EPNoSL resources (WP2 and 3 outputs) become the point of reference for discussion between EPNoSL and all European (LLL Programme parti cipants) Ministries of Education. EPNoSL supports in the manner specified by the Ministry the uptake of a national forum (whether PLA, Workshop), on the theme of SL. The localized versions of the EPNoSL portal (discussions and contents areas) are opening / given to the Mini stries to orient the discourse in the way seen appropriate and structure the discussion area on t he themes of concern most relevant to the particular context represented by the education policy structure. This empowers Ministries to take ownership of the process of initiating cooperation with other national actors.

ii. EPNoSL invites all European Ministries to assign Ministry representatives for a Ministerial Level EPNoSL (Ministries need not be EPNoSL partners) and organized are dedicated to Action Planning (on SL policies) events in the form of focus group discussions. The discussion is on how to investigate EPNoSL findings / understandings onto polic y initiatives. (WP2 outputs are the points of reference to the discourse which in essence drives the design of Action Plans). Noted should be that this process has already began with the coordinator ’s communication with the EC Member States Ministers of Education. This challenge will apprecia te assistance from EAC in ensuring Ministries that EPNoSL is not just another pr oject but Commission work by EAC.

iii. EPNoSL designs sample (Regional) Learning Trad ition Action Plans, these draw inputs from WP3 discussions and the Case Studies which in effe ct define the elements for Action Planning. The sample Action Plans (and development methodology ) undergoes review from the EPNoSL Ministries so as to ensure that these are appropriate tool s to guide strategy development by the national / regional education policy makers. These tools will further constitute t ools foe National Ministries to apply in guiding regional level strategy design. The generic Action Plans are presented and discussed in PLA1.

iv. EPNoSL supports each individual Ministry / regi onal education policy struct ure in designing context relevant Action Plans. Support is provided in the form requested by each Ministry i.e. expert opinion, datasets on the country / region, cros s-country Networking, etc. It is envisioned that this exercise will prove powerful in putting SL as a principle item in the national / regional agendas on school reforming and in parallel in supporting the professionalization of the field.
